Well, not exactly. For some reason, I'm reminded of this:
President Bush said: "The US was thinking of flying U2 reconnaissance aircraft with fighter cover over Iraq, painted in UN colours. If Saddam fired on them, he would be in breach."Not yay.
In 2004, Iran did agree to fully suspend its uranium enrichment programme and indeed did so as a confidence building measure. The US government showed not the slightest inclination to negotiate with them then. Now, with the Iranian government having said that it will not suspend enrichment for a second time, the US government are suddenly interested in talking if Iran accepts US conditions and shuts down its programme again.
One Iranian government spokesman called this latest offer a propaganda exercise. It's hard not not agree.

I agree, I think all this talk of having dialogue with the Iranians is some sort of trick to fool us into thinking that America is actually trying to find a diplomatic solution. Iran will never go for the pre-conditions.
On May 23 Condoleezza Rice said:"Security assurances are not on the table...It's obvious that in addition to the nuclear issue, we have other issues with Iran."
Which is a strange interpretation of "the President doesn't take any of his options off the table." (source) You have to wonder what is actually on the table.
